Chapter 1

The vision of Isaiah the son of Amoz, which he saw concerning Judah and Jerusalem, in the days of Uzziah, Jotham, Ahaz, and Hezekiah, kings of Judah.

The Sanhedrin was constituted on the basis of what was given in the Torah of Moses — and according to the number and assembly of the elders that were selected then in the time of Moses.
This prophecy of Isaiah is clearly a reference to Mashiach and Israel. It will be fulfilled in the time when Mashiach and Israel are one before the world. In other words, this promise of the restoration of the Sanhedrin is clearly Messianic in the greatest and highest sense, as it is promised as an act of HaShem like unto the act whereby He constituted the Sanhedrin by His Torah at the first. In verses 1-23 of this chapter Israel is described as a whole as still living at that time (and until now) in accordance with the corrupt fallen nature of Adam, not with a repentant or regenerate nature,.which would manifestly give glory to HaShem before all nations. According to the prophecy, God's "revenge" will be to restore Israel to a state where it was pure of heart. After this the whole of Israel will be spoken of by the nations as though it were one city, a city of righteousness. Thus, we see here the implication of the Good News for the nations of Mashiach being with Israel. Isaiah chapter 1 (continued)27 Zion shall be redeemed with justice,
and her converts with righteousness. 28 But the destruction of transgressors and sinners shall be together, and those who forsake HaShem shall be consumed. 29 For they shall be ashamed of the oaks which you have desired, and you shall be confounded for the gardens that you have chosen. 30 For you shall be as an oak whose leaf fades, and as a garden that has no water. 31 The strong will be like tinder, and his work like a spark. They will both burn together, and no one will quench them. Chapter 21
